Nathan P. Small - Addressing municipal as well. Seems to set up a carbon market...still needs full reading. Check out the FIR under "Analysis" button. The additional effort to electrify low income houses seems a great "Just Transition." One addressed problem: linear annual changes..HB137 allows tri-annual steps. PNM is so far ahead that in the emissions beginning in 2023 that they should have NO problem. Excel still evaluating. Carbon credits for electrifying transportation interests Co-ops, but concerned about no off-ramps for co-ops as in ETA.
